My journey to Canada began in 2000 as an foreign student. After my engineering studies, I decided to go ahead and continue my studies in Canada. Having a fellowship from my country (Tunisia), I was able to obtain a student visa for Canada. The student visa is renewable every year. After the long queue at the Canadian consulate, I could finally get the visa to go, and at the end of August 2000, I could go to Canada and more specifically Montreal. I was hosted by some people I knew out there for 2 weeks before finding a home in the suburb of Verdun.
I made my immigration application only after a year because in fact the immigration asked me not to make an application a year before the end of my studies. But that's not a rule especially for long research thesis (PhD), which I know some people who have applied and obtained immigration papers before the end of their studies, but you should check with Canada or Quebec immigration, where appropriate.
